Minutes of Meeting held on Monday 10th October 2011
Present: - Cllr M Smith (Chairman)
Councillors Present: - Mr P Privet, Mr G Preston, Mrs P Blackmore, Miss P Valentine, Mr G Broom and Mr N Spence.
Also in attendance: - Cllr R Giles (DCC), Cllr G Brown, PCSO S Trail 4 members of the public and
J Masters (FPC Clerk).
95. Questions from the public: -
The Council were told that 7 names of soldiers from Feniton who were lost during the 1st World War have been carved on a plaque for the Church.
Concern was raised over the lateness of no parking signs being put up for Beautiful Days this year and the number of illegally parked cars parked in Green Lane.
Once again the parking of cars in Station Road opposite York Crescent is causing concern especially after the recent accident there.

The minutes were agreed and the Chairman initialled each page and signed the last page.
98. Declarations of Interest from Members and Officers: -
Cllr Spence declared that Items 101 and 105 in these minutes; Devotec Ltd is one of his tenants.
99. Police Officer’s Report: - The following Police Report was read out by PCSO S Trail:-
The report for the period of 1st July to 4th October is as follows;
There were 4 crimes recorded for July
- 1) Theft of money from an honesty box outside someone’s house.
- 2) Theft of metal/batteries etc from a field
- 3) Theft of milk from a doorstep
- 4) Damage to a vehicle which resulted from a family argument
August
There were 5 crimes for August
- 1) Theft of 2 rollers from a field
- 2) An aggravated vehicle taking where the car was crashed, causing damage
- 3) Theft of a metal gate from a field entrance
- 4) Damage to a vehicle which was “keyed”
- 5) Damage to a vehicle which was “keyed”
The 2 car damages were on different nights so it’s un-certain if they are linked or not.
No offenders have been arrested except for the vehicle taking in August.
100. County and District Councillors’ Reports: - Cllr R Giles (DCC) distributed a copy of an Email relating to the recent Waterloo – Exeter train surveys.
Village Hall Car Park, the cost of repairing the light is £912.00 and should last for about 10 to 15 years, Cllr Giles said in view of the cost would the Parish Council contribute £100 towards the cost and he will pay the rest from his locality budget. The Parish Council discussed the matter the Chairman proposed that the Parish Council pay £100 towards the cost, Cllr Privett seconded the motion and all agreed.
Cllr G Brown (EDDC) said he is hoping to have a meeting with the EA and EDDC with reference to the Feniton Flood Relief Scheme shortly and will report back to the Parish Council.
101. Finance: – The following October payments were authorised:-
- A. 1871 Alex Spry, Village Handyman September Salary & Overtime £132.00
- B. 1872 J Masters, Clerks Salary £334.81
- C. 1873 HMR&C Staff PAYE £113.80
- D. 1874 J Masters, Clerks Expenses for September £104.84
- E. 1875 Devotec Ltd, supply & fit three items of play equipment at Ely Close Play Area £3375.00
- G. 1876 Sonic Group Ltd, Supply & Deliver two Remembrance Day Rockets £40.00
- After a debate in section 105B in these minutes it was agreed to raise the following cheque:-
H. 1877 Sovereign, 600mm Blue Deck Slide £352.10
102. Correspondence received since: -

It was agreed that as there are no EDDC car parks in Feniton there is no need to make a comment - B. Devon & Cornwall Constabulary, Redeeming Our Communities, Thursday 20th October Plymouth
It was agreed that the Clerk would attend this meeting in Plymouth - C. NALC, Campaign to Protect Rural England

The Chairman agreed to respond to this survey - H. South West Allotments, invite to Officers Forum meeting 30th November Dursley Town Hall
Because of the distance and no availability of councillors, the Parish Council would not attend this meeting - I. Audit Commission, Completion of the Annual Audit
It was agreed that the Completion notice would be put up on the Public Noticeboard - J. EDDC, Invitation for two representatives of the Parish Council to an event exploring Neighbourhood Planning in East Devon
It was agreed that the Chairman Cllr Smith & Cllr Spence would attend this event - K. The Pageantmaster, The Queen’s Diamond Jubilee Beacons, The Guide to taking part
It was agreed that if an event is organised in Feniton The Pageantmaster would be advised.
103. Planning Applications:-
- A. 11/2000/LBC, 1 Drillers, Gittisham Parish replacement of roof slates at rear of building (consultation only)
- B. 22/2174 FUL Mr & Mrs Olliff, 6 Exeter Close, Feniton EX14 3DH demolition of existing garage and construction of new two storey extension and conservatory.
The Parish Council support this application on condition that excess water is contained with in the property. - C. 11/2245/MOUT, Strategic Land Partnerships
Outline planning permission of up to 120 residential dwellings (C3) including associated employment floorspace (A1/A3/B1) and community space (D1/D2) along with associated public open space, play space and infrastructure (means of access to be determined only).
The Chairman said on behalf of the Council, although the plans were available on-line the full plans should be before the meeting therefore a separate planning meeting should be called.
The Clerk was instructed to try and arrange a joint meeting with Ottery Town Council in Feniton ASAP
104. Charter of Fraternity with the village of Bertea in Romania
It was agreed to ask the Twinning Committee to look into this and try to arrange a visit late next year.
105. Replacement Play Equipment for Ely Close,
- A. Monkey Bars: - Although this item has been installed to the correct manufactures height it was felt that it was too high for smaller children. It was agreed to ask Devotec to lower the bars to a more acceptable height.
- B. Small Slide: - The Clerk told the meeting that a Slide Deck (only) has been located, a manufacture called ‘Sovereign’ who produce one for £293.42 including delivery to Feniton plus VAT. The Clerk was instructed to order the slide deck and ask Devotec to build an end support and steps for toddlers. It was also agreed to raise a cheque under section 101H in these minutes.
106. Salt Shed for QEII / Allotment area
A discussion took place and it was decided that before investing in the Salt Shed the Parish Council would find out the method of delivery of the salt and defer this to the next meeting.
107. Date fixed for November’s Finance Meeting:-
It was agreed to hold this meeting at 7pm on Monday 14th November prior to the Parish Council meeting on the same day. The Clerk was instructed to brief the Councillors on the previous years Precept before the meeting.
108. Village Handyman’s Report: -
Carried out the normal monthly tidy up plus seasonal grass cutting
109. Clerks Report: -
I have reported the problems of the disused rail bridge in Green Lane as brought to the Parish Council’s attention by Mrs Cousens at our previous meeting to Network Rail; they will in turn advise The British Railways Board of our concerns and will arrange for their people to come out and investigate and carry out any work necessary.
The fence wire at the QEII has been cut near Warwick Close the cost of replacing the wire fence in this area is around £500, the Parish Council agreed that the Village Handyman should try and wire up the gap that has been cut.
The Clerk was instructed to pass this on to the Village Handyman and to keep an eye on the fence.
110. Individual member responsibilities:-
Cllr Preston said he had received complaints of the fence wire being cut and a post missing near the school.
