MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 13th October 2008

Councillors: Mrs B Powell, G Preston, Mrs P Blackmore, P Privett and Mrs K Tomkins

In Attendance: Cllr R Giles (DCC), 3 members of the public and J Masters (FPC Clerk)

65. Questions from the Public: - Mr Francis Pyle told the meeting that tomorrow evening (Tuesday 14th October) there will be a meeting at Feniton Sports Club House starting at 8pm to discuss the purchase of the land that is for sale which currently forms part of the Sports Grounds. He went on to urge all councillors to attend the meeting which Cllr G Brown (EDDC) will chair.

Mr Partridge said he was representing Mr Archie Richards who could not get to the meeting; Mr Richards was complaining that the grass had not been cut outside his house which is near the junction of Well Avenue and Green Lane. The Clerk was instructed to contact the Highways Department to find out why it had not been cut and to ask for a definitive list of the areas in Feniton that DCC are responsible for.

67. Minutes: - The minutes of the meeting held on 8th September 2008 were confirmed by the council and signed by the Chairman Cllr M Smith.

68. Matters arising from previous meeting: -

69. Police Officers Report: - Just 6 incidents reported to the police and 2 recorded; which were two cases of criminal damage to motor vehicles in Acland Park.

70. County Councillor Reports: - Cllr Roger Giles (DCC) LOCAL GOVERNMENT REORGANISATION

The consultation period for the Devon “unitary council” process ended on Friday 26th September, thank goodness. I trust that East Devon District Council and Devon County Council (and other Devon District Councils) will now get on with the business of providing good quality services for their residents. What we have seen over the last months has been unedifying, to say the least.

The amount of taxpayers` money spent by various councils in promoting their causes/attacking other councils has been most regrettable. Examples: EDDC spent £40,000 sending two glossy leaflets to all East Devon residents and other expenses. In addition EDDC has set aside a quite staggering £250,000 for a judicial review. DCC says it has spent £103,000. Exeter City Council has spent £293,000 and is to use another £100,000 of council reserves to top up its spending on promoting its cause. Add in the spending by all the other councils and you have a huge and reckless waste of money that should have been used for council services – for which purpose it was raised/reserved.

OCCUPATIONAL THERAPISTS

OTs provide a most valuable service. Amongst their other attributes they can help prevent patients being admitted to hospital, and can ensure that patients are discharged from hospital more quickly. I am most concerned at DCC`s intention to make several OTs redundant. It is quite likely that with fewer OTs more people will spend longer in hospital; thus costing our health service more – rather than producing a saving. I have tried to establish the calculations made by DCC to justify this action, but have found it most difficult. A copy of my question at the DCC meeting on 2nd October (my third attempt to see the calculations made) is attached.

71. Declarations of Interest from Members and Officers: - The Clerk said that he had been on the Allotment waiting list for well over 12 months.

76. Village Handyman’s Report: - Painted both bins at QE11 and the one in the Village Hall Car Park, Re-stained the seat in Green Lane. Removed broken limb from the Chestnut Tree in the Old Village to make safe. A shredder will he hired in next month to deal with the conifer tree that is leaning over one of the Allotments.

77. Allotments: - The Council discussed the new Feniton Allotment Tenancy Agreement and agreed to implement it from 1st January 2009; the Clerk was instructed to send a copy to all existing Tenants to give them an opportunity to get their Allotments in order.

78. Annual Finance Meeting; - It was agreed to hold the Annual Finance Meeting at the next Parish
Council meeting on the 10th November 2008.

Inspection of gardens/allotments; - two councillors agreed to carry out the annual inspection.

Remembrance Day Service reminder; - The councillors agreed to attend the Annual Remembrance Day Service at St Andrew’s Church; the Clerk was instructed to confirm the date and time of the service.

79. A.O.B. Cllr Mrs Blackmore asked if the information in ‘Knowledge’ was in the public domain as she would like to pass it on to 4Ever Green

80. Date of next full Parish council meeting Monday 10th November 2008 at 7.30pm

There being no further business, the meeting closed at 21.15.
