Minutes of Meeting held on Monday 14th November 2011

Present: - Cllr M Smith (Chairman)

Councillors Present: - Mr P Privett, Mr G Preston, Miss P Valentine, Mr G Broom, Mrs P Blackmore and Mr N Spence.

Also in attendance: - Cllr R Giles (DCC), PCSO M Clapp, 10 members of the public and J Masters (FPC Clerk).

118. To set the 2012/2013 Precept:-
A discussion took place on the 2012/2013 Budget; Cllr Smith proposed that the Precept for 2012/2013 be kept the same as this year and set at £14.500, Cllr Privett seconded the proposal, all agreed.

119. Questions from the public: -
Cllr Giles (DCC) was asked about mineral extraction in the Feniton area, Cllr Giles said that DCC had written out to land owners if they had any minerals on their land that was suitable for extraction, he personally did not believe it was necessary as the county has reserves.

Cllr Spence declared that Items 126.G in these minutes; Devotec Ltd is one of his tenants.

124. Police Officer’s Report: - The following Police Report was read out by PCSO Clapp:-
There were no crimes recorded for Feniton for the period of 10th Oct to date.
The Police had visited Feniton with a Speed Gun, unfortunately there was a car parked in the area which naturally slowed down traffic.

125. County and District Councillors’ Reports: -
Cllr Giles (DCC) submitted a four page report, below is a brief extract:-
Devon County Council recently wrote to various landowners in the Feniton, Ottery, Talaton and Whimple Parishes seeking their views on possible sand and gravel quarrying on their land. This included an identified area bounded by Long Park to the north, Ottery Road between Sweethams Cottage and Iron Gate Lodge to the east, and the road to the Escot estate via Iron Gate Lodge to the south. The letters concerning 10 sites have caused concern in certain communities.

I attended a Rail Users Group meeting at Whimple on 8 November. The Feniton Parish Clerk also attended. The meeting was addressed by Dr Ian Harrison and Bruce Thompson of DCC, and by Phil Dominey of South West Trains and Julian Crow of First Great Western. Approximately 50 members of the public were present.

FENITON FLOODING

I was made aware of a problem on 28 October when a resident of Ottery Road near the junction with Green Lane experienced problems with sewage following heavy rainfall. I raised this with Meg Booth of DCC.

Cllr Smith said it was hoped Cllr Brown would be at the meeting to give an update on the situation, it was decided to defer this until the December meeting.

129. New Salt Shed for QEII / Allotments and Snow Warden: -
Cllr Broom reported that the Free Salt Allocation from DCC would be in small bags which can be distributed easily and not in one ton bags. Cllr Smith told the meeting that it might be better that instead of buying a purpose built shed the Parish Council purchased several more Salt Bins, the Clerk was instructed to find out cost prices for the bins and report back to the next PC meeting.

130. Village Handyman’s Report: -
Cut grass around Village Hall plus Barton Rise verge, repaint white posts protecting allotment at the entrance to Youth Centre. Collect materials, assemble and install new litter bin at the QEII. Stain with wood preserver.

131. Clerks Report: -
On the 20th October I went to the ROC meeting in Plymouth on behalf of the Parish Council, there were over 1500 people there, it was not quite what I was expecting, although the content was good I believe it would be more useful for larger Town & City Councils.
On Tuesday 8th November I attended the Whimple Rail users meeting which also includes Feniton where there were several speakers lined up addressing about 50 people, many from Feniton, the general feeling is that both Feniton and Whimple have missed out since the introduction of the hourly Exeter to Waterloo service, especially commuters into Exeter and Pinhoe.
Following several complaints I have received about the new pavement/road layout at the Level Crossing I have arranged a site meeting next Wednesday with John Hopkins from DCC Highways, I will also show him the problem with the drain and grass verge in Colestocks Road opposite the old chapel.

132. Individual member responsibilities:-
Cllr Preston is concerned about the build up of leaves in Station Road between Rutts Lane & Green Lane.
Cllr Broom is concerned about the build up of grass growing over the pavement opposite the Sports & Social Club.
Cllr Valentine is concerned about the build up of leaves in Salisbury Avenue and blocking the drains.
The Clerk was instructed to contact EDDC & DCC about the above.
