Minutes of Meeting held on Wednesday 30th November 2011

134. Questions from the public: -
The Chairman welcomed everyone to the meeting invited members of the public to speak on the planning proposals for three minutes each before the meeting, the following questions/objections/observations were raised:-
In today’s Express & Herald there is an article on East Development where it is suggested houses would be built but there is no mention of Feniton so why is Feniton being targeted by developers.
Cllr Brown (EDDC) was invited to answer this question by the Chairman; East Devon District Council will be putting the Local Development Framework out to consultation tomorrow the 1st December until the 31st January 2012 when everyone in East Devon will be given the chance to make their views know to EDDC, according to the guidelines percentage Feniton will be expected to take approximately 35 new homes. What percentage of these homes proposed in the plan will be low-cost housing.
The field that is proposed for development regularly floods and in the area set aside for Allotments ponds, sometimes up to 4ft deep.
Concern was raised about the possibility of gravel extraction on land bordering Ottery Road which will add more traffic to the village.
The Chairman asked Cllr Giles (DCC) to comment on this; DCC did write out to land owners to see if they had land suitable for sand and gravel extraction, but do not think it is necessary as the CC had plenty of reserves.
Complaints were made by several people about EDDC website who had difficulty in leaving their comments about the Ottery Road development.
One person said they could always revert to the old fashioned way by writing a letter.
Building on valuable Grate 2 farm land should not be allowed
Both Station Road and Green Lane are not adequate to take extra traffic, the developer’s say that traffic from the site will travel down through the Old Village to the old A30 but you can bet the traffic will take the shorter route towards the level crossing thus making extra traffic passing the school.
It was hoped that EDDC would not consider any new development in Feniton with the drains because the drains cannot cope with extremes of water that Feniton is subjected in the autumn/winter months.
One lady said her house was flooded only last week, she would dread to think what it would be like if more concrete was allowed in Feniton.
The meeting was told that our MP Neil Parrish is most supportive of our objections to further development in Feniton; a copy of his letter will be in the Parish Magazine.
Feniton is subject to frequent flooding, any more development will just aggravate the situation
The local Primary School is already oversubscribed
Kings School in Ottery is also at capacity
The sewage system in Feniton is at capacity and frequently over flows
The application is for 50 dwellings, there is no guarantee that further application won’t be put in for a higher density of housing.
From the plans there only seems to be parking for one car as most houses these days have two or more cars the road will be blocked for any emergency vehicles.
Locally house sales are very slow so the demand for housing in Feniton is not there, already we have many houses for rent as they aren’t being sold.
Developers seem to think everyone who buys a house on their sites will use the train to get into work but they cannot assume that everyone will work in Exeter or Honiton.

137. Planning Applications:-

A. 11/2481/MOUT, Wainhomes (South West) Holdings Ltd
Erection of 50 dwellings with associated roads, sewers, landscaping, parking and garages and provision of allotments, play space and community building.
After discussing this planning application Cllr Smith proposed that the Parish Council should not support the application. Cllr Blackmore seconded the proposal and it was agreed by all that the Parish Council would not support the application.
The Chairman told the meeting that the Parish Council’s objection is only one objection and it is vital that everyone who is against the development should send in their objections.
The Clerk was instructed to respond to EDDC on behalf of the Parish Council.

B. 22/2174/FUL Mr & Mrs Olliff, 6 Exeter Close, Feniton EX14 3DH demolition of existing garage and construction of new two storey extension and conservatory.
This is the third time this had come before the Parish Council in the past three months due to minor alterations. The Parish Council supports this application subject to; any excess water is contained within the prosperity.
The Clerk was instructed to respond to EDDC on behalf of the Parish Council.

138. New Salt Bins and Snow Warden:-
The Clerk told the meeting that there was a wide selection of Grit/Salt Bins available on the market, ranging in prices from £100 to £250, however following a site meeting on the 16th November with John Hopkins from DCC, DCC are prepared to sell the Parish Council Grit/Salt bins for £330 and will look after them and fill them as necessary, the offer is subject to DCC agreeing on the locations with the Parish Council. Cllr Giles (DCC) said that if the Parish Council were to go down that route he was prepared to contribute 50% towards of the cost from his ‘Locality Fund’ that he has from DCC, this would bring the cost down to £165 per bin and the Parish Council would not have the responsibility of replacing or refilling the bins. A short discussion took place and it was agreed to buy the DCC bins for the following locations, Talewater, Broad Hill Road, Tool-gate Corner, The Burlands and Mount View. Cllr Giles said he would discuss this with John Hopkins and hopefully he will agree the locations.
Cllr Broom agreed to take on the responsibilities of Snow Warden.
The Clerk was instructed to book Cllr Broom in for DCC training.
