MINUTES OF THE PARISH COUNCIL MEETING
HELD ON MONDAY 12th NOVEMBER 2007

In Attendance: Cllr R Giles (DCC), PCSO P Anning, 4 Members of the Public

Public Participation

Mrs Blackmore raised concerns at the 3 traffic post bollards located on the C129 just prior to the Old Mill at Fenny Bridges which were restricted the ability of traffic to pull in to allow passing vehicles. Cllr Giles undertook to raise the matter with DCC Highways.

95. Apologies

Apologies were accepted and approved. Cllr Jolly stated that he would now be able to attend on a more regular basis having changed his shift work pattern.

96. Minutes

The Minutes of the meeting held on 8th October 2007 were confirmed and signed by the Chairman.

97. County and District councillors Reports

Cllr R Giles (DCC) produced a written report which is attached to these Minutes. Cllr Giles also stated he had received complaints of rockets being fired at 7pm on 11th November. It was agreed to place a note in the Parish Magazine requesting those persons who intended to let off fireworks outside the normal November 5th period to place a warning note in the magazine.

98. To elect either Mrs P Blackmore or Mr F Pyle to fill the Council vacancy

A paper ballot was held and Mrs P Blackmore was duly elected. Mrs Blackmore then signed her Acceptance of Office and joined the meeting at the table. She was welcomed to the Council by the Chairman who also thanked all those who had shown an interest in being co-opted onto the Council.

100. Planning Matters

101. Police Officer’s Report

PCSO Anning reported 2 crimes in the month – criminal damage to a motor vehicle and theft from a motor vehicle. He also reminded the Council that Feniton was not immune from theft from outbuildings, and it was decided to out a note to this effect in the magazine and on the website.

102. Finance

a. authorisation of November payments

b. Members noted the Audit Commission’s satisfactory report on the 2006/07 accounts.

c. Members also noted and approved the 2007 salary increases for Clerks.

d. Budget for 2008/09. Members considered the first draft and included £200 for Twinning, and agreed no allocation for playground equipment, nor bus shelter and agreed to make S137 grants at the December meeting.

103. Village Handyman’s Report

Mr Spry had reported damage to the fence in the QE2 Play Area. Cllrs Privett and Mrs K Tomkins agreed to inspect the fence and report their findings to the Clerk who will obtain 2 quotations for repair/replacement in time for the December meeting.

104. Correspondence

a. Mr A F Harvey – letter to EDDC re –ditch clearing. Members took note.
b. Senior Council for Devon – Members took note.
c. EDDC offer of Licensing Officer to address the Council. Members agreed to ask the officer to speak to the January 2008 meeting.
d. DCC Road Closure – Church Lane to Fenny Bridges 3-7 December. Members took note.
e. Detox for Devon. Members took note; Cllr Mrs Tomkins took the correspondence.
f. EDDC Celebration of Towns and Parishes 28 January 2008. Members agreed to finally consider at the December meeting.

105. Late Entry Correspondence

a. Chairman of the Central Devon Branch. Members took note.
b. EDDC Fly Nuisance Update. Members took note of the report which had identified the facility at Green Lane as having a less than satisfactory management regime and of the requirement that this situation be improved before Spring 2008.

106. Parish Council Website.

It was reported that a complaint had been received that the site did not show any photographs of the new village, and as a result of the reply by the Chairman, the complainant will take and submit photographs of the village other than the “old” village.

107. Individual Member Responsibilities

It was the general consensus that the Local Area Development Framework meeting held at EDDC in October had been less than satisfactory. Discussion moved to the subject of the Playing Fields and it was agreed to write to EDDC to make plain the opposition to any residential development on this piece of land.
It was greed to send a letter of thanks to Mrs Sue Boyce of 3 Salisbury Avenue for again making the wreath which was laid at the village war memorial.

Village Plan Progress – Monday 26th November 2007 at 7.30pm.
December Council meeting – Monday 10th December 2007 at 7.30pm

There being no further business the meeting closed at 2035 hrs.
