Minutes of meetings
Present: Cllr M Smith (Chairman)
Councillors: Mrs B Powell, Mr G Preston, Mr M Jolly and Mr G Broom.
In Attendance: Cllr R Giles (DCC), Cllr G Brown (EDDC) 1 member of the public and J Masters (FPC Clerk).
13. Questions from the public:-
Mr Partridge again raised concerns over the new Disable Parking Bay in Station Road and the number of vehicles parked there causing a problem with cars turning into the estate having to cut the corner. The Clerk was instructed to ask PC Jim Tyrell to look into the problem.
14. Election of Chairman:-
The Chairman Cllr Martyn Smith offered to stand again if the council wished him to do so. It was agreed that he should continue as Chairman
15. Election of Vice Chairman
The Vice Chairman Cllr Pete Privett had informed the Clerk that he is prepared to stand again as Vice Chairman if the council wished him to. It was agreed that he should continue as Vice Chairman.

17. To confirm the Minutes of the meeting held on 12th April 2010:-
The minutes were agreed and the Chairman initialled each page and signed the last page.
18. Declarations of Interest from Members and Officers: -
No declarations were made.
19. Police Officer’s Report:-
The following report was received from PC Jim Tyrell and read by the Chairman of the Council:-
There were 5 incidents reported to the Police which were as follows;
2 reports of concern for welfare,
1 report of an untaxed motor vehicle,
1 public order complaint and 1 abandoned 999 call.
There was just one recorded crime which was the theft from a motor vehicle at The Signals, Feniton in which a few items were stolen from within.
20. County and District Councilors’ Reports:-
Cllr Giles told the meeting that a flashing light is to be installed near the school as part of the new School Travel Plan that was submitted this year. Cllr Giles left the meeting at 19.42hrs
Cllr Brown told the Parish Council that following a meeting at EDDC a draft report will soon be publish on the Local Development Framework. Cllr had received a complaint about the long grass but noted it was up for discussion later on in the meeting. Cllr Brown left the meeting at 20.14hrs
21. Finance – The following May payments were authorized:-
- a) 1743 Mr A Spry, Village Handyman. £136.50
- b) 1744 HM Revenue & Customs, Income Tax on Clerks Salary. £80.20
- c) 1745 Mr J Masters, Clerks May Salary. £320.76
- d) 1746 Mr J Masters, Clerks April Expenses. £8.35
- e) 1747 South West Water, Water Bill for Allotments. £9.98
- f) 1748 Southwest Countryside Contractors, Work for P3 Footpaths £161.68
- g) 1749 Garden & Countryside Maintenance, Grass cutting & Strimming £160.22
- h) 1750 DALC, Annual Membership Fee for 10/11 £353.16
- i) 1751 Playsafety Limited, Annual Inspection of Play Equipment £84.61
22. Correspondence:-
- a) DCC Beautiful Days 2010, Clearway Orders.
The Clerk explained that he had replied to this letter with instructions that he was given previously
as to where parking restrictions would be helpful. - b) Blackdown Hills AONB, Free Workshops
- c) EDDC, Standards Committee vacancy for Parish Council Member, Deadline May 20th
- d) EDDC, Section 106 & Local Development framework Core Strategy Planning – Have Your Say!

Cllr Smith offered to fill in this document on behalf of the Parish Council. - e) St Andrews PCC, thank you for S137 Donation
- f) Feniton Village Hall Management Committee, thank you for S137 Donation
- g) EDDC, Play & Recreation facilities. The Clerk was instructed to complete this inquiry.
- h) Play Area Safety Inspection Report 2010, 1 item needs attention (low risk).
The Clerk was instructed to contact Devotec to carry out repairs. - i) Devon Wheels 2work, thank you for S137 Donation
- j) Feniton Youth Centre, thank you for S137 Donation
23. Planning:-
- a) 10/0832/FUL 9 Ackland Park, Feniton EX14 3WA Conservatory to rear elevation.
The Parish Council have no objections to this application. - b) 10/0931/FUL 5 Railway Cottages, Feniton EX14 3BT First floor and single story rear extensions.
New entrance porch.
The Parish Council have no objections to this application providing off road parking is still available as the
Plans on line are not showing any boundaries. - c) 10/0387/OUT The Paddock Feniton EX14 3BE 2 no. dwellings and associated access works (outline).
It was agreed that the Councillors would look at the proposed site and advise
24. 2009 – 2010 Accounts:-
This item has been deferred until the next Parish Council Meeting as the Clerk is still waiting for Bank Statements.
25. Grass Cutting Contract:-
The Clerk told the meeting that he had received a revised price from Garden & Countryside Maintenance of £1500.00 plus VAT for 11 Cuts per year. Cllr Broom proposed that the price should be accepted and Cllr Preston seconded, all in favor.
26. Station Road Dog Bin:-
Although the Parish Council has permission to site the Dog Bin on the grass verge boarding the car park and Station Road from the Sports and Social Club Committee the Parish Council has received a verbal request from one of the Playing Field Trustees to remove the Dog Bin, because the removal would involve spending public money the Clerk has been instructed to write individually to the Playing Fields Trustees asking them if this is the majority decision of the Trustees and if they are willing to pay for the Dog Bin to be recited.
27. Village Handyman’s Report:-
Extra 2 hours grass cutting in the Old Village and Green Lane.
Ely Close Play Area some of the uprights are loose in the ground.
The Clerk was instructed to arrange for Devotec Ltd to repair items if cost effective.
Wooden rails on the seat in Ely Close are rotten and one bolt broken.
The Clerk was instructed to ask the Village Handyman to carry out repairs.
28. Clerks Report:-
Several Pot Holes have been reported to DCC, some have been repaired others are still waiting to be repaired.
On the 19th April I attended St Andrews APCM on behalf of the Parish Council.
29. Individual Member responsibilities:-
Cllr Preston said that the road sign at the junction of Green Lane and Ottery Road is still broken and also the road sign next to the railway crossing is still broken. Also at the crossing a tree is overhanging the road.
The Clerk was instructed to report this to DCC again.
Cllr Powell said that the allotments were looking very tidy and that the new tenants had worked hard bringing their new allotments up to standard.
Cllr Jolly asked that council should check to see if the Village Handyman was covered on the Parish Council’s Insurance Policy.
The Clerk was instructed check the Insurance Policy and report back to the council in June.
