MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 14th March 2011

Present: Cllr M Smith (Chairman)

Councillors: Cllr P Privett, Cllr B Powell, Cllr G Broom, Cllr G Preston and Cllr Blackmore

In Attendance: Cllr R Giles (DCC) 8 members of the public and J Masters (FPC Clerk).

183. Questions from the public:-
Mr Gillingham asked, if there was anything in the planning regulations to force someone to finish off building work that was started some years ago. The Clerk told the meeting that this had been discussed with EDDC today and the answer was no.
Mr Cyril Bath said he had come to the meeting to comment on Item a, in the Agenda Correspondence, the Chairman decided to bring forward item a, and read out the letter from Strategic Land Partnerships (SLP). Mr Bath told the meeting the Sports and Social Club (S&SC) had a meeting with Simon Steel-Perkins of SLP and was told they will give the S&SC a new lease with a clause, that, if the school should need to expand then the club house will have to move further up the site to allow the school to expand.

The minutes were agreed and the Chairman then initialled pages one and two and signed page three.

186. Declarations of Interest from Members and Officers: -
No declarations were made.

187. Police Officer’s Report for February: -
The following written report was read out
Just one recorded crime which was the theft of a motor vehicle from Lincoln Close. The vehicle was subsequently located in Hampshire. A male offender was arrested for this offence and was suitably dealt with.
There were 6 incidents reported to the Police- 1 x report of Anti Social Behaviour in York Crescent. A number of youths were spoken to by Police Officers. No offences were disclosed.
1 x report of a male walking along the Railway Line. An extensive search was made with a negative result.
1 x death message to be passed. 1 x concern for welfare for an elderly female. Social services are now involved with the female in question. 1 x theft of a motor vehicle as above. 1 x report of criminal damage to a motor vehicle. Enquiries were made and it was established that no crime had occurred.

188. County and District Councilors’ Reports: - Cllr Roger Giles (DCC)
The Ottery amenity skip is now discontinued as part of DCC cut backs.
Bus Route 382 is safe, there will be a new operator taking over in April.
Bus Route 387 the Feniton to Taunton Saturday only service is discontinued.
Kings School has received an excellent Offstead Report.

191. Planning Matters:-
11/0476/FUL Mr J Hay, of Whimple, single storey extension to side at 46 Lincoln Close, Feniton EX14 3EQ
The Council support this application on the condition that the road access to the newly positioned garage is not on the corner of the road.

192. Village Handyman’s Report: - Nothing to report this month.

193. Clerks Report: - Today I have sent of a VAT reclaim form to HMR&C for 2010 - 2011. HMR&C are holding a Clerks Training Day on ‘PAYE’ in Exeter on the 14th April, I’ve booked myself in for this training day and there is no charge for the day. The Clerk told the meeting that NetworkRail are holding a public meeting in the Village Hall on Wednesday 6th April 6pm to 8.30pm about the installation of a new unmanned barrier at the station which will be controlled from Wimbledon.

194. Individual Member responsibilities:-
Cllr Preston said he was concerned about the number of vehicles jumping the lights on the Railway Crossing.
The Clerk was instructed to ask the Police to check this area before there is a serious accident.

Cllr Blackmore said that the SWW diversion signs in and around Feniton are very confusing, in one instance a diversion was directing traffic to a ‘Road Closed’ in Payhembury.

Cllr Privett has received a copy of a letter sent by Talaton Parish Council to Mr Oakley at Talewater saying that they have asked DCC to grit the road from Talaton to Feniton because it is a Bus Route and local employment area. The Clerk was instructed to contact Talaton PC in to obtain the name and address to whom they wrote to and write to DCC with a letter supporting Talaton PC to get the above road gritted.

Cllr Smith said that the Parish Council were pleased to be invited to the re-opening of St Andrews Church and thought the march through the village was a great success. The Oak tree is now ready to be planted on the Village Green. Cllr Broom offered to transport the tree. Following the meeting with the Youth Centre Management Committee reference toe Trustee’s for the Land it turns out that one of the Land Trustees is still alive; a Mr Roger Blackmore has made contact with the Parish Council Chairman.
