FENITON PARISH COUNCIL DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 8th March 2010
Present: Cllr P Privett (Vice Chairman)
Councillors: B Powell, G Preston, M Jolly (from item 178) and G Broom
In Attendance: Cllr Roger Giles (DCC), Cllr Graham Brown (EDDC), 3 members of the public and Sgt Simon Tennant.
172. Questions from the public: -
John-Michael Kennaway informed the meeting of two concerts at Escot on 16 and 17 July with a possible third on 18 July. He wished to reassure residents that these were one-off events and not a festival like Beautiful Days. Consequently, all ticket holder arrivals would be during the afternoon each day with music ending by 9.45pm at the latest. There were no fireworks planned at these events. The Chairman thanked Mr Kennaway for keeping the Parish informed of these plans.
Alan Powell drew attention to the effect of the Dec train timetable changes and the detrimental effect on travellers between Feniton and Exeter. He read part of a letter received from SWT, in response to his complaint about this situation, which stated that the changes were necessary to accommodate the inclusion of Cranbrook as a stopping place from Dec 2011! It was agreed that this was not helpful to the people of Feniton and that a letter should be sent from the Council to SWT reinforcing the complaints that had been sent by other rail users.

175. Declarations of Interest from Members and Officers:-
Cllr Powell declared an interest in planning application - item 10c.
176. Police Officer’s Report:-
Herewith the February Police report albeit not a great deal to report upon;
Just 4 reported incidents which were as follows: -
1 x abandoned 999 call, 1 x domestic dispute, 1 x report of youths causing a disturbance outside the School late on Friday night. Upon Police arrival the group of youths involved were well behaved and there was no obvious evidence of any unruly behavior. 1 x missing person report.
There was no recorded crime at all for February.
177. County and District Councilors’ Reports:-
Cllr Roger Giles distributed his printed report which covered updates on flooding work in Wells Avenue, DCC budget, road safety and local government reorganisation.
Cllr Graham Brown reported that he was seeking an up to date report on flood relief plans but was able to confirm that the grant application for major relief work was still progressing favorably although even if this was ultimately successful it was unlikely to provide any commencement date until 2015.
178. Finance: – The following March payments were authorized:-

- f) 1722 DAPC Model Standing Orders for Local Councils £25.00
- g) 1723 EDDC Grounds Maintenance Work 1/4/09 to 31/3/10 £813.24
- h) 1724 Mr D Brain, P3 Footpath Co-ordinator Expenses £70.36
- i) 1725 MNR Mowers Ltd, Servicing of P3 equipment for new season. £155.40
179. Finance Income received: - from Allotment Holder £9.00 Rent and Public Liability insurance collected which includes £2.00 Public Liability Insurance to be passed on to South West Counties Allotment Association (see 178 item e)

- d) Feniton Youth Centre, Ref S137 Money allocated FYC wish to use the money towards replacement gutters & facia boards with uPVC- agreed by the Council
- f) EDDC Grounds Maintenance Contract – Feniton Parish Council Increased to £2,096.38
Conclusion: - Council to seek alternative quotations/methods and agree policy asap. - g) Mrs MKJ Wilson Re Proposed extensions at 2 The Burlands Feniton Ref: 10/0394/FUL – Dealt with as part of planning application.

181. Planning:-
- a) 09/2549/FUL Feniton C of E School EDDC Grant Planning Permission for Erection of bike Shed
- b) 10/0277/FUL Mr J Rippon, 14 Ely Close, Feniton EX14 3EY Application for two story side extension and front porch.
Decision: - No Objection to this application. - c) 10/0394/FUL Mr & Mrs Chamberlain, 2 The Burlands, Feniton EX14 3UN Application for extension to semidetached house.
Decision: - the Council agreed to recommend refusal of this application, and supported the views of the neighbour, in particular noting;
uncertainty as to whether the rear addition was covered under permitted development or should be more comprehensively specified in this application
inaccuracies in the number of parking spaces lost as stated in the application
loss of two parking spaces thereby potentially causing more on street parking close to a busy junction detrimental effect on the neighbouring properties i.e. overlooking window and proximity
182. Parish Council Website:- The Chairman was aware and would be dealing as soon as practical.
183. Allocation of Councillor’s Responsibilities:- Deferred to Council AGM.
184. Junction of Ottery Road & Green Lane Additional Constituency:-
Correspondence received under item 180 h-m. No further comments.
185. Village Handyman’s Report: -
14th February, Clear Allotment No 17 of all waste including shed and contents scrap taken to the tip.
22nd February Cut back vegetation and Leylandi next to Bus Shelter, all waste removed and taken to the tip.
186. Clerks Report: -
Enquiry from Parishioner re siting of new dog bin referred to original grantor of permission for installation.
Two estimates received for Lych Gate Memorial – Mr Glazier, £2000 to lift and square the structure plus £500 for the roof, no VAT. Same work from Atlas Fencing for £2040 plus VAT.
Agreed that the Clerk proceed with a grant application to the War Memorial Trust.
Attended Emergency Planning Meeting on 11 Feb. Next meeting on 22 April.

No issues raised.
188. Date of next full Parish Council meeting: - 7.00pm Monday 12th April in the Village Main Hall.
