MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 1MONDAY 12th MARCH 2007

149. Apologies

Apologies were accepted and approved.

150. Minutes

The Minutes of the meeting held on 12th February were confirmed and signed by the Chairman.

151. Police Officer’s Report

PCSO Anning reported 6 crimes in the past month; including tendering a false cheque, damage to a motor vehicle, theft from the Spar shop, theft from a delivery lorry at the Spar shop, non-crime domestic. PCSO Anning also warned of the spate of the theft of drain covers from the highway. An abandoned car in the Sports & Social Club car park was reported to PCSO Anning and he undertook to check this out, though EDDC had the executive power to remove it. PCSO Anning then left the meeting.

152. County and District Councillors’ Reports

Cllr Giles produced a written report which is attached, covering proposed extensions to the King’s School, ownership of the land outside the Spar shop, improvements to Curscombe Lane and the intended provision of a pavement from otter Nurseries to Ottery St Mary. Cllr Preston (and others) commented that the recent DCC work at the junction of Station Road and Colestocks Road does not appear to have solved the problem of water at the end of the footpath.

153. Declarations of Interest from members and Officers

Cllr Preston declared an interest in planning application 07/0430/FUL and took no part in the discussion or decision.

157. Village Handyman’s Report

There was no report to be made.

158. The Grassed Area outside the Spar Shop

The Clerk reported that following the February meeting where the Council decided to erect a low chain and link surround, he had made a closer inspection of the site and had concluded that the proposed action may well create additional problems and risks. It was Resolved to take no further action at this stage but to pass the problem to the Village Plan Task and Finish Groups following the May elections.

159. Allotment Tenancies

The Clerk asked the council for their views on letting plots to non-residents of the parish when there were plot vacancies that could not be filled. Members agreed not to offer plots to those outside the parish and to continue advertising the allotments facility on both the website and in the village magazine.

ssssss. Honiton Strategic Plan. This was passed to the Chairman for circulation amongst Members.

150. Council Website

It was reported the Village Plan was not yet on the website. The Clerk reported he had received number “excellent” reports on the site, and was asked to continue encouraging local organisations to ask for a link into the site.

151. Individual Member Responsibilities

Cllr Preston reported a broken drain cover in Colestocks road opposite the Chapel. The Clerk would report this to DCC.

152. Dates of next two meetings. Monday 16th April at 7pm followed by the Annual Parish Meeting at 7.30pm and Monday 14th May at 7.30pm.

There being no further business the meeting closed at 2030 hrs.
