MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 9TH JUNE 2008

1. Questions from the Public
No questions from the public.
2. Apologies for absence
Cllr Graham Brown (EDDC) and PC James Tyrell.
3. Minutes
The minutes of the meeting held on 12th May 2008 were confirmed and signed by the Chairman.
4. Declarations of interest
No declarations were made.
5. Police Officer’s Report
A written report from PC Tryrrell detailed 11 incidents reported to the Police during May, which included two crimes having been committed, namely one of common assault in which one male offender has been cautioned. There was a second case of assault occasioning bodily harm at the Railway Station. Three local youths are helping British Transport Police with there enquiries.
6. County and District Councillors’ Reports
Cllr Roger Giles (DDC) said that a Children’s Centre was proposed to be set up in Sidmouth for Sidmouth and Ottery St Mary after complaining that this was to far away for Ottery St Mary and areas like Feniton it has now been agreed to set up two Children’s Centres one in Sidmouth and one in Ottery St Mary. Tenders are being sought it is hoped that they will be up and running by 1st April 2009.
7. Consideration of Planning Matters
- a. 08/1175/FUL 5 High View. Erection of two story side extension to replace existing garage
Following consultation and discussion FPC recommends approval subject to the Oak Tree being sympathetically trimmed. - b. 08/1126/FUL St Andrews Church. Erection of post-mounted notice board on land adjacent to Church Lane
Following consultation and discussion FPC recommends approval. - c. 08/0805/OUT 37 Streamers Meadows, Honiton,
EDDC refusal of Planning Permission noted but questioned why EDDC sent this to FPC as it is so far from our boundary especially when EDDC refuse to consult FPC on planning applications which are near FPC boundary and have an impact on traffic. - d. 08/1219/FUL 9 Barton Rise, Feniton. Erection of first floor extension and sun room
Following consultation and discussion FPC recommends approval.
8. Finance
The following payments were authorised:-
001567 - A Spry - £135.63 - Village Handyman
001569 - HM Revenue & Customs - £90.40 - Clerks Income Tax
001570 - J Masters £362.58 - Clerks salary for May & June
001571 - J Masters £29.94 - Expenses for May & part June
9. Correspondence
- a) EDDC news round-up + Devon Community Groups + JUNK MAIL Newsletter
- b) Allianz Insurance Policy Documents for the next 12 months were received.
Cllr Mark jolly asked if the council had adequate Public Liability and the there was sufficient cover for all of the council’s property etc. Cllr M Smith assured the meeting that there was adequate insurance cover.
- c) EDDC Local Development Framework Evidence Base – East Devon Retail Needs & Town Centre Health Check Report
- d) EDDC Register of electors, the correspondence was noted by the Councillors and Clerk.

- g) Nat West Bank application form for new signatories
Due to the make up of the council currently there are only two signatories for the council’s bank account namely Councillors Mrs B Powell and Mr P Privett the following Councillors were added Mr M Smith, Mrs K Tomkins Mr M Jolly and
J Masters, Clerk to the Parish Council.
10. Late Entry Correspondence
- a. Devon & Cornwall Police Authority requesting that poster be put up inviting members of the public to become Independent Members to The Police Authority.
- b. Devon & Cornwall Police Authority Police Authority Liaison Meetings – East Devon, Sector 1 Honiton Community College Honiton 17th June 2008 at 7.30 pm Sector 2 Exmouth Community College Exmouth Tuesday 1st July 2008 at 7.30 pm.
- c. EDDC letting of empty property. New system for letting council property.
- d. 4Ever Green requesting £50.00 donation towards expenses. 4Ever Green is the new Feniton Working Group set up to raise money to purchase the land that is being sold.
Councillors Mrs P Blackmore & Mr M jolly declared an interest as they are both connected with 4Ever Green.
Cllr Roger Giles (DCC) explained that there is a sum of money available through DCC from the sale of Exeter Airport but it would have strings attached which could workout unfavourable in the long term for Feniton however he has offered to help at county level.
The remaining Councillors voted unamamasley to support 4Ever Green with a £50.00 donation when they have set up a Bank Account
11. Village Handyman’s Report
Mr Spry’s written report detailed extra time for grass cutting, which was approved by the council. Members of the council have requested Mr Spry to cut the grass in the Car Park of the Village Hall.
12. Individual Member Responsibilities
Cllr P Blackmore reported on the new Feniton Working Group – 4Ever Green and read out the following report:-
‘Since the last Parish council meeting, we have progressed with our research and have named ourselves 4Ever Green.
During the course of our research into Rural Green Status and Open Spaces, we found we were at a bit of a disadvantage by not having a constitution or a bank account so at a joint meeting of the Feniton Playing Fields Committee and ourselves, it was agreed that as the FPFC already had both of these in place and that they were already registered as a charity, we would work under the same umbrella as two separate committees, liaising on a monthly basis. This would hopefully help us if we wished to research these events further.
Unfortunately, there seems to have been a bit of confusion over this and we are hoping it will be clarified at the next joint meeting.
It has been decided that the 4Ever Green team will man an Awareness Stall at the Fun Fay event on 6th July which it is hoped will attract attention from residents’.
Following a discussion on the playing field the Council instructed the Clerk to write to Mr Francis Pyle of the Playing Field Association laying out the Councils position that they regard the purchase of the land from public subscription as being for the use of the whole of the Feniton Community and not exclusively the use of the Playing Field Association.
Cllr M Jolly reported back on the EDDC ‘East Devon Gypsy and Traveller Issues and Options Report April 2008’. The council instructed the Clerk to formulate a reply from the responses of the Councillors. The deadline for replying is Friday 13th June 2008.
Cllr Mrs K Tomkins reported that EDDC are carrying out work at the QE2 Play area.
13 Public Notice Board Station Road
The Councillors looked at some brochures for a ready made Public Notice Board’s, no decision was made the council instructed the Clerk to made enquires from EDDC Streetscene to see if their bulk buying could get a lower price.
14. Parish Council Website
The council are still experiencing some minor problems with the website if anyone has experienced a problem please Email Cllr M Smith who will endeavour to get it put right.
