FENITON PARISH COUNCIL
DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 12th July 2010
Present: Cllr M Smith (Chairman)
Councillors: Mrs B Powell, Mr G Preston and Mrs P Blackmore.
In Attendance: Mike Anderton (Leisure East Devon), Janet Wallace and Lucy Turner (Environmental Health), PCSO Maria Clapp, 6 members of the public and J Masters (FPC Clerk).
49. Questions from the public:-
Val Jones said she was concerned to hear there is a planning application for a further poultry unit in Feniton and asked if it is allowed to be built what precautions would be taken to stop further fly infestations. The Chairman said that he hoped EDDC would take the question of flies into consideration if they grant permission.
Brian Carnell said he knew where the flies were coming from but would not say where. Mr Carnell expressed disgust at the amount of money being spent on survey’s etc on the new drainage scheme and asked why they don’t just get on with it. The Chairman explained that Feniton’s drainage problems were very complex and had been discussed extensively over the past two years and reported in the Parish Council Minutes and Magazine.
Peter Shelton asked if PC Jim Tyrell was still the Feniton police Officer as he had been trying to get hold of him, PCSO Clapp said she would pass on the message and get him to contact Mr Shelton.

53. Declarations of Interest from Members and Officers: -
No declarations were made.
54. Janet Wallace and Lucy Turner, Environmental Health Department: -
The Chairman welcomed both Janet Wallace and Lucy Turner from the Environment Health Department.
Ms Wallace said that she welcomed the chance to explain to the Parish Council about the current problem with flies in Feniton, on checking it was found that the flies were a different species from the ones associated with the poultry units, further investigation found that the flies were coming from two South West Water deposits of sludge near Talewater, unfortunately this particular batch was a good deal wetter than the normal and, coupled with the very warm weather, this provided the ideal breading environment for a whole variety of flies. On being asked why this batch was wetter than normal, Ms Wallace said that the sludge usually comes from Exmouth Treatment Works, on this occasion it was mixed with sludge from Exminster Treatment Works which had a mechanical breakdown. SWW advised the EHD that this situation is unprecedented and have undertaken to ensure that sludge in this condition is not deposited anywhere in East Devon again. They have treated the flies in situ, and this treatment will be repeated until no further problems occur.
The Chairman thanked both the representatives from the Environmental Health Department for there work on this matter.
55. Police Officer’s Report: - PCSO Maria Clapp read out the following Police Report for May & June
In May there were 7 incidents reported to the Police which were as follows;
1 x report of youths causing minor anti social behaviour
1 x report of an attempted burglary
1 x report of criminal damage to a conservatory
1 x report of a motorist being drunk in charge. He was breathalysed and found to be under the limit.
2 x reports of an alarm activation at the same premises
1 x report of stray sheep on the road.
There were 8 recorded crimes which were as follows;
4 x theft of milk from the doorstep at various locations around the village.
1 x criminal damage-namely to the conservatory as above
1 x attempted burglary to a dwelling. No entry was gained.
1 x criminal damage to garden ware in a dwelling.
In June there were 14 incidents reported to the Police which were as follows;
1 x report of a road traffic collision
1 x report of an assault
1 x report of shoplifting
1 x report of an attempted burglary
1 x report of a burglary to a commercial premises
1 x report of a possible drugs deal taking place
1 x report of a suspicious caller
1 x report of a domestic dispute
1 x report of an untaxed vehicle
1 x report of a suspicious male seen on CCTV on a resident’s driveway during the early hours.
1 x report of concern for welfare
1 x report of bogus charity collectors
1 x report of ASB between neighbours
1 x report of a suspected drink driver.
56. Mike Anderton, Activities/Sports Development Officer: -
The Chairman welcomed Mike Anderton to the meeting.
Mr Anderton told the meeting that Leisure East Devon took over the Sports Facilities in East Devon from EDDC. LED is a non-for-profit charitable organisation set up in 2006, currently he is working on local sports projects with funding up to £500.00, last week he visited Feniton Fun Day and spoke to several local organisation’s to look at their needs etc. Currently LED are sponsoring the school to put on a street dance so they can in turn raise money for their group.
The Chairman thanked Mr Anderton for present his work to the Parish Council.
57. County and District Councilors’ Reports:-
The fare concessions will remain despite rumours to the contrary.
Honiton Magistrates Courts are earmarked for closure under the government’s latest plans. Currently it’s going out for consultation. If it closes East Devon will no longer have any courts and local papers are unlikely to carry any reports of court proceedings that take place in Exeter.
58a. Finance – The following July payments were authorized:-

- c. 1760 HM Revenue & Customs, Clerks PAYE, £80.20
- d. 1761 Mr J Masters, Clerks expenses for June 2010, £29.28
- e. 1762 Garden & Countryside Maintenance, Grass Cutting, £320.44
58b. Finance – The following August payments were authorized: -
- a. 1763 Mr J Masters, Clerks Salary £320.76
The following two items were finalised after Item 63 in these Minutes were agreed.

The Clerk was instructed to set up a meeting between Wainhomes, EDDC Planning Department, Cllr Brown
and Feniton Parish Council A.S.AP. - j. Email received, re concern raised by DCC reported in the previous minutes about the number of signs sited
on the roadside at various junctions leading to the village.
It was agreed that this Email be forwarded to DCC Highways.
60. Planning Applications:-
There are no Planning Applications for consideration.
61. Replacement Tree for the Village Green in the Old Village: -
After a discussion it was agreed that the Clerk should talk to Simon Major (Tree Arborist) for some advice on a replacement tree and report back in September.
62. Best Kept Garden & Allotment Judging: -
Cllr’s Powell & Blackmore will meet up during the next month to choose the best garden and allotment.
63. Village Handyman employment status: -
A discussion took place on the employment status of the Village Handyman. The Chairman proposed that the Parish Council Employ the village Handyman on a three year fixed term contract with a basic 11 hours per month plus overtime at the same rate as and when required which is usually during the growing season, Cllr Preston seconded the motion, Cllr Blackmore abstained, and the motion was carried.
64. Village Handyman’s Report:-
Ely Close play area, the shackles on the swing need checking by Devotec. The Clerk was instructed to ask Playsafety Ltd to carry out a check of all the equipment in Ely close play area.

65. Clerks Report:-
DCC would like Parish Council’s to publish the local footpaths, David Brain from the P3 Group has come up with this map but it would cost a lot of money to have it printed in colour and distributed around the village. The Chairman said he would try and put it put on the Parish Council’s website.
66. Individual Member responsibilities:-
Cllr Blackmore said that she had reported seeing water issuing from a drain near the entrance to Feniton Court in the Old Village.
