MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 10th January 2011
Present: Cllr M Smith (Chairman)
Councillors: Cllr P Privett, Cllr Preston, Cllr B Powell and Cllr G Broom
In Attendance: 5 members of the public and J Masters (FPC Clerk).
142. Questions from the public:-
No Questions.
143. Apologies for absence: -

144. To confirm the Minutes of the meeting held on 13th December 2010:-
The minutes were agreed and the Chairman then initialled page one and signed page two.
145. Declarations of Interest from Members and Officers: -
No declarations were made.
146. Police Officer’s Report: -
November there were 6 incidents reported to the Police which were as follows;
1 x concern for welfare
1 x report of a suspicious vehicle
1 x report of a vehicle causing an obstruction
1 x burglary at a commercial premises
1 x report of a hit and run road traffic accident-damage only
1 x report of a house alarm being activated
There was just one recorded crime which was the burglary to commercial premises at Talewater Works.
December- likewise 6 incidents reported to the Police which were as follows;
4 x domestic disputes,
1 x concern for welfare,
1 x abandoned 999 call.
There was just one recorded crime which was an offence under the Communications Act whereby an individual sent a threatening text message to his ex partner. He was arrested and cautioned.
147. County and District Councilors’ Reports:-
No County or District Councillors present.
148. Finance – The following January payments were authorized:-
- a. Mr Alex Spry, Village Handyman salary for December £86.00
- b. Mr J Masters, Clerks Salary for January £320.76
- c. Mr J Masters, clerks Expenses for December £63.89
- d. HMR&C, Employees PAYE AS £29.50, JM £80.20, total £109.70
- e. DALC, Clerks Election Briefing Course £30.00
Money Received
- a. Allotment Rents & Insurance collected £182.00
- b. Feniton Bowling Club £100.00
Mr Kury the Chairman of the Bowling Club supplied a copy of the agreement between the Bowling Club and the Parish Council which has a formula for increasing the Rent every five years. It was agreed to discuss this at the next Parish Council meeting in February.
149. Correspondence: -

- c. Neil Parish MP, Re: Flood Alleviation Scheme at Feniton
- d. The Royal British Legion, Great Poppy Party Weekend
- e. Mr Alex Spry, hourly rate for third year of three year contract.
After a short discussion it was agreed to increase the Village Handyman’s hourly rate by 50p from 1st April 2011 as per his agreement.
150. Planning Applications:-
- a. 10/2531/FUL Feniton CoE Primary School, Station road, Feniton EX14 0EA. Retention of two mobile
classrooms (previously allowed under temporary permission 04/P2012 & 05/1776/FUL. The Parish Council
support this application. - b. 11/0021/FUL Mrs S Mathison, 14 Mount View, Feniton EX14 3EB. Construction of conservatory to
rear. The Parish Council support this application.
151. To agree location of new ‘Grit Bins’:-
It was agreed to locate new Grit Bins in the following positions subject to 50% funding from DCC:-
The Burlands, Station Approach just off the Signals, Lincoln Close, near the Village Green in the Old village and to move the one in Green Lane to the junction of Wells avenue. The Clerk was instructed to order the bins and lease with DCC for their location.
152. Up date of Village Plan:-
The Clerk reported that there has been no response to the article in the Village Magazine for people to come forward to work on the Village plan. The Clerk was instructed to write to local organizations to see if they would like to take part in a committee to prepare a new Village Plan.
153. St Andrews Village March 4th March 2011:-
A short discussion took place and it was agreed that the Parish Council would take part and to discuss the matter at the next Parish Council Meeting.
154. Village War Memorial:-
It was agreed that the repair work should go ahead; the Clerk was instructed to talk to the proposed contractor.
155. Up date of Website:-
It was agreed the Website needs updating, the Chairman asked councilors to look at the website and suggest alterations and forward them to him. It was also agreed that the Agenda should only be left on the website until the Minutes for that meeting are on the website and the Minutes should be removed when they are 12 months old. The Clerk was instructed to arrange these changes.
156. Village Handyman’s Report:-
Nothing to report this month.
157. Clerks Report:-
Following the last meeting the Annual Precept has been applied for and EDDC have acknowledged receipt of it.
158. Individual Member responsibilities:-
Cllr Preston raised concerns about the Van parked in Ottery Road just before the bend.
Cllr Broom is concerned about some broken wood in the QEII
Cllr Powell complained about the Dog Bin at the junction of Station Road and Colestocks Road not being emptied for nearly three weeks. The Clerk had spoken to Street Scene, they promised to clear it as soon as the weather broke.
Cllr Privett raised concerns over the potholes in Green Lane; the Clerk said that they have been reported.
The Chairman has spoken to Rev Danny Beaven about the Youth Centre and the need to get new Trustees in place as the three people listed are now deceased. The Clerk was instructed to set up a meeting ASAP.
159. Date of next Parish Council meeting, 7.30pm Monday 14th February 2011
