FENITON PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD ON MONDAY 11th January 2010

Present: Cllr M Smith (Chairman)

Councillors: Mr P Privett, Mr G Preston, Mrs P Blackmore, Mr M Jolly and Mr G Broom.

In Attendance: Cllr Roger Giles (DCC), 4 members of the public and J Masters (FPC Clerk).

134. Questions from the public: -
There were no questions from the public.

135. Apologies for absence: - Cllr B Powell and Cllr G Brown (EDDC)

136. Confirm the Minutes of the meeting held on 14th December 2009:-
The minutes were agreed and the Chairman initialled each page and signed the last page.

137. Declarations of Interest from Members and Officers:-
The Chairman declared an interest in item 10d on the agenda, 144d in these minutes.

138. Police Officer’s Report:-
There were 8 incidents reported to the Police which were as follows;
1 x sudden death,1 x concern for welfare,1 x abandoned 999 call,1 x suspicious caller,1 x alarm activation at a business premises,1 x fail to stop road traffic accident,1 x bank fraud and 1 x child protection incident. There were 5 recorded crimes which were as follows;
4 x thefts of milk from doorsteps,1 x theft of cash from a collection tin at a doorstep and 1 x criminal damage to a motor vehicle.

139. Sergeant Simon Tennant:-
Sgt Tennant sent his apologies via Email; he had worked a double shift because of operational duties due to the weather, he hopes to attend a future Parish Council meeting.

140. County and District Councilors’ Reports:-
Cllr Giles (DCC) said he did not have anything to report this month but would answer any questions.

148. Feniton Youth Centre:-
Mr Partridge from the Youth Centre was not present at the meeting and it was agreed to defer the discussion.

149. Appointment of Village Handyman:-
The Parish Council has received one application for the post of Village Handyman from Mr Alex Spry the existing handyman. His estimate was to stay on the 2009/2010 hourly rate for 2010/2011 with a review in March 2011 and March 2012. The Council said that Mr Spry does a very good job for the village and it was agreed to offer him the post for the next three years. The Clerk was instructed to write to Mr Spry confirming his appointment.

150. Village Handyman’s Report: -
Nothing to report for December

151. Clerks Report: -
The order was placed with EDDC for the new Dog Bin in Station Road; this was installed within the week.
Banks are going to phase out cheques in 2017; the Society of Council Clerks has advised Clerks to asked their councillors to look at ways of authorising payments electronically and ways of receiving money. It was agreed that this will be looked into in the near future.
A letter was sent to Mrs Mills of Louvigny Close confirming that the Parish Council is no longer perusing the planning application for the Youth Centre entrance via Louvigny Close.
St Andrews Lychgate War Memorial, I have received the Grant Application forms for which we need two estimates, currently I only have one and am finding it difficult to get a second one for this type of work. Cllr Broom offered to help find another company to provide a second estimate.
The Parish Lengthsman is due in the village on the 1st, 2nd & 3rd of February.

152. Fix Date of AGM & Parish Meeting also location
It was agreed to hold the Parish meeting on Monday 12th April in main village hall, the Clerk was instructed to write to local organisations and invite them to present they previous years activities.
It was agreed to hold the AGM on Monday 10th May in the village hall annex.

153. Individual Member responsibilities:-

Pot holes in Ottery Road. These have already been reported to DCC
An inspection of Allotment plots 16 & 17 was carried out today, it was noted that neither tenants had complied with the final warning letters sent out in November. The Clerk was instructed to write to the tenants terminating their tenancy and advising them that they have 14 days to remove any items of value from the plots, failure to do so within the 14 days the items will be forfeited and disposed of.
Cllr Jolly asked if there was any news about the Boundary Commission Report, Cllr Giles said that it was still in the consultation period which will end on the 19th January.
There have been a number of thefts from roadside salt/gravel bins within Feniton; the Parish Council condemns this selfish act which can put people lives in danger. The bins are sited in an area where they are needed in bad weather and not a free source of salt & grit. Anyone seen stealing salt & gravel will be reported to DCC and the police.
Atlas Fencing were unable to complete the new fencing near Ely Close play are due to the weather, it is hoped to get the work finished a.s.a.p.
