MINUTES OF THE PARISH COUNCIL MEETING HELD ON HELD ON MONDAY 8th JANUARY 2007

96. Apologies
Apologies were approved and accepted.
97. Minutes
The Minutes of the meeting held on 11th December 2006 were confirmed and signed by the Chairman.
98. Matters arising from the Minutes
Bus shelter in Station Road. The Clerk confirmed Mr Spry had repaired the end panel and was investigating ways of making repair to the roof without having to dismantle the shelter. The Clerk confirmed he had also spoken to Atlas Fencing who was to produce sketches for a wooden shelter.
99. Police Officer’s Report
PCSO Anning had emailed a report of one crime since the December meeting; vandalism to a parked vehicle.
100. County and District Councillors’ Reports
No reports were tendered.
101. Declarations of Interest from Members and Officers
No declarations were made.
102. Planning Matters
- a. Applications: 06/2963/FUL erection of 2 poultry houses, land at Kirtin Lane, Buckerell (amended plan). Members raised no objection or comment.
- b. EDDC decisions:
- 06/2145/COU 3 Court Cottages, new kitchen and bathroom in annex, bedroom in adjoining barn including 2 roof lights and amended windows – Granted.
- 06/1505/FUL Feniton Mill, Fenny bridges, new driveway and stock proof fence – Granted.
- 06/3067/LBC The Old Chapel adjacent Feniton Mill, replace existing rear door with window – Granted.
- c. Planning correspondence: Mr & Mrs Garside re Eaton Villa – Members took note.
103. Finance
The following payments were authorised:

104. To Finalise the 2007/8 Budget to include Section 137 Grants
It was Resolved to set a total figure of £1500 for Section 137 Grants and to consider individual awards at a later date. It was also Resolved to include a figure of £3720 in the budget to cover the costs of beginning the implementation of the Village Plan. A total budget of £18000 was set (attached).
105. To set the 2007/8 Precept
It was Resolved to set the Precept for 2007/8 at £18000.00.
106. Village Handyman’s Report.
Mr Spry had repaired the end panel and was investigating a way of repairing the roof without having to dismantle the shelter (which would mean the manufacturer would have to be used at a cost of about £3500).
107. Late Entry Correspondence
There was none.
108. Parish Council Website
It was asked that the Village Plan be placed on the site with a comment that all households would receive an individual copy of the Plan in the near future.
109. The Feniton Village Plan
The Chairman circulated a copy of the final version of the Plan and with the exception of one or two minor amendments it was Resolved to adopt the Plan. It was also Resolved to make a small gift to Diane Cowgill in recognition of all the design work she had undertaken. The Clerk was instructed to contact DCC with regard to the printing of the Plan and the next meeting of the Plan Steering Group was set for Tuesday 23 January 2007.
110. Individual Member Responsibilities
Cllr Mrs Powell reported she had received complaints from residents regarding hens wandering onto the roadway and private gardens in the area of Talaton Road. The Clerk reminded Members he had raised this problem with a previous PCSO who had advised that the farmer in question was acting within the law and that any damage to private property was a matter between the owner of the hens and the owner of the damaged property.
111. Date of Next Meeting. Monday 12th February 2007 at 7.30pm in the Village Hall Annex.
There being no further business the meeting closed at 2005 hours.
