Minutes of Meeting held on Monday 12th December 2011

Present: - Cllr M Smith (Chairman)

Councillors Present: - Mr P Privett, Mr G Preston, Miss P Valentine and Mr N Spence.

Also in attendance: - Cllr R Giles (DCC), Cllr G Brown, Mr K Steel, 12 members of the public and J Masters (FPC Clerk).

140. Questions from the public: -
The Parish Council was asked if there was any news on the Ackland Park planning application.
The Chairman told the meeting that the Parish Council were not in favour of this application for a number of reasons; it does seem to be dragging its feet.
Cllr Brown (EDDC) said there is an amendment to the application and has not yet come in front of the planning committee.

145. Police Officer’s Report: - The following Police Report was received by Email and read out by the Chairman:-

146. Feniton Flood Prevention, “where are we now”, report from Mr Keith Steel EDDC:-
Currently EDDC are pushing the scheme forward, phase one is with DEFRA, if this is accepted phase two which is the design and tendering will start in March/April and this part should be put in, in July 2012, assuming this is all accepted the final phase will be able to start, assuming funding is still available.
Mr Steel said he would keep the council informed.

147. County and District Councillors’ Reports: -
Cllr Brown (EDDC) told the meeting that the LDF has now been put out to public consultation and urged everyone to respond to it. At the moment Feniton is earmarked for 35 homes in the LDF.
The Ottery Road development was turned down last week.
The Chairman said that we don’t know when we will get the flood relief scheme and until then we should not have any development in Feniton until its sorted and said the LDF needs to be support and the 35 homes covers up till 2026.
Cllr Gils visited Feniton School to see the new climbing wall which was partly sponsored by his DCC locality fund.
Following the previous meeting I’ve had talks with John Hopkins from Highways about the request for 5 new Grit Bins at the following locations: - Talewater, agreed. The Burlands, turned down, the road is fairly level and Ottery road is on the winter salting route. Toolgate Corner, turned down, the road is on the winter salting route. Junction of Station Road and Mount View, turned down, the road is on the winter salting route. Between Rutts Land and Green Lane, agreed, although this road is on the winter salting route it is steep and could do with the extra provision of a Grit Bin. Cllr Giles offered to pay 50% towards the cost of the bins from his locality budget if the Parish Council would pay the remaining 50%. After a short discussion the Parish Council decided to accept Cllr Giles offer and the location of the two new Grit Bins. Cllr Brown left the meeting at 20.15hrs

148. Finance: – The following December payments were authorised:-

The Clerk told the meeting that a Final Reminder had been received from SWW, the cheque sent off last month did not arrive, the account was checked this morning and it was still outstanding.

The Clerk was instructed to advise EDDC of their decision.

151. Village Handyman’s Report: -
QEII boundary fence at Warwick Close end that I repaired last month has been broken through again. I suggest that a complete replacement fence is put in here. After some discussion it was agreed to ask the Village Handyman to repair it again as the PC has spent thousands of pounds repairing the QEII fencing through damage by vandals.
The Clerk was instructed to ask Alex to repair the fence again with stronger wire.
The allotment boundary wooden fence is broken and rotten.
The Clerk told the meeting that the work is already in hand.

152. Clerks Report: -

On Friday 4th November I attended the SoLCC meeting in Exminster where Phil Norrey DCC Chief Exceptive was the guest speaker; he spoke on a number of subjects including the Localism Bill and the redundancies at Devon County Council and cut backs etc. DCC are producing a Plain English version of the Localism Bill and what it means for local & parish councils.

DALC will be holding courses on the Localism Bill in the New Year; it is recommended that at least one Councillor attends this course.

I told the meeting last month that I had received several complaints about the new pavement/road layout at the Level Crossing and the drain/verge problem in Colestocks Road. Following my site meeting with John Hopkins from DCC Highways the road lining layout has now been changed and has improve the traffic flow. At the meeting we also discussed a number of Highway issues in Feniton; Cllr Preston was also at the meeting.

I have received the Electoral Register, Electronically at the beginning of the month which means I had to print it off.

Please note the Village Handyman is officially on holiday in January, any work that he carries out will be classed as overtime

153. Individual member responsibilities:-
Concern was raised over the leaves between Rutts Lane and Green Lane blocking the gully and drain.
The Clerk was instructed to contact EDDC and DCC.
