MINUTES OF THE PARISH COUNCIL MEETING HELD ON HELD ON MONDAY 11th DECEMBER 2006

80. Apologies
Apologies were approved and accepted.
81. Minutes
The Minutes of the meeting held on 13th November 2006 were confirmed and signed by the Chairman.
82. Matters arising from the Minutes
a. Vehicle parking in the splay, Feniton Gardens. The Clerk reported on his conversation with Mr Christopher, who although he was parking several vehicles in the splay, these were correctly parked. He regretted he had no other place in which to park them. PC Vickery confirmed that the parking was correct. The Council agreed that in the absence of additional parking splays, no more could be done.
b. Land at the Playing Fields Station Road. The Clerk read a letter from Savills which indicated the Acland Estate Trustees were not of a mind to sell this piece of land at the moment. The Council agreed the Clerk write to the Open Spaces Society to try and have this land declared an open space.
c. Refurbishment of the bus shelter in Station Road. The Clerk reported that a full refurbishment would cost £2500. In the meantime, Mr Spry would replace the coloured Perspex with new. The Council agreed not to proceed with a full refurbishment but to request the Clerk to obtain estimates of cost for the provision of a wooden shelter and for the Clerk to speak to Cllr Giles regarding the “spare” shelter in Tipton St John.
83. Police Officer’s Report.
PC Vickery reported 5 crimes in the month; one of theft of milk from a doorstep, one of burglary at an unoccupied property (nothing was stolen), and 3 domestic non-crimes. PC Vickery and PCSO Anning then left the meeting.
84. County and District Councillor’s Reports
Cllr Spence reported on the policy of EDDC for the provision of street name plates, and of the need for planning permission for wind turbines and solar panels on private dwellings. Cllr Mrs Tomkins raised the need for additional street lighting in the connecting alleyways of the new estate and the Clerk would raise this with Cllr Giles. Cllr Spence then left the meeting.
85. Declarations of Interest by Members and Officers
No declarations were made.
86. Planning Matters
a. Applications:
06/3296/LBC Feniton Cottage – renewal of pitched roof. Recommended approval.
06/3167/FUL 51 the Signals – two storey extension to the rear. Recommended refusal on the grounds of overdevelopment of the site (this also refers to the amended plan).
06/3386/FUL 1 The Signals – first floor extension over the garage – recommended for approval.
06/3283/FUL Eaton Villa – erect two storey extension, conservatory and car port. The Council has concerns for highway safety for both the car port and driveway and recommends refusal.
b. EDDC decisions:
06/2734/FUL 7 Winchester Close – single storey extension – approved.
06/2850/FUL 10 Wells Ave – single storey extension – approved.
c. Planning Correspondence
EDDC state that the provision of solar panels and wind turbines on private property require planning consent. A note to this effect will be put in the village magazine and on the website.
87. Finance

88. To consider allotment rents for 2007/8
It was Resolved that the rents for 2007/8 remain unchanged at £14 per plot and £7 per half plot. The Council will also consider what maintenance is required at the site.
89. To finalise the 2007/8 budget to include Section 137 Grants
It was agreed to take this item at the January 2007 meeting.
90. Village Handyman’s Report
No report had been rendered.
91. Late Entry Correspondence
The Council had received notification of the change of Inspector at Sidmouth Police Station responsible for rural policing in East Devon.
92. Council Website.
A link to the Coleridge Medical Centre site had been provided.
93. Feniton Village Plan
The Chairman reported the draft plan had now been sent for design and would be brought before the Council at the January meeting for adoption. He was appealing for good quality digital photographs of a “people and community” nature and asked that these be sent to Cllr Smith by the end of December. The plan would be printed by DCC early in the New Year with sufficient copies to allow one to be given to each household.
94. Individual Member Responsibilities
Cllr Mrs Tomkins reported that action was in hand to correct the comment regarding the slide made in the recent play area inspection. Cllr Mrs Tomkins also reported extensive dog fouling in the Westminster Close/Coventry Close area and the clerk said he would report this to the Dog Warden.
95. Date of next meeting. Monday 8th January 2007 at 7.30pm in the village Hall Annex.
There being no further business, the meeting was closed at 2040 hrs.
