MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ANNEXE ON MONDAY 12th DECEMBER 2005

Matters raised by the Public

The Clerk stated he had been asked by a resident of Mount View to raise the matter of the recent flooding in parts of the estate. It was understood a group of residents of Wells Ave were in the process of raising correspondence to Cllr Giles. It was explained that the Council had no means of storing sandbags under cover (sandbags are available from EDDC), though this would again be investigated. It transpired that the estate had been built upon fields, which traditionally flooded in extreme wet weather, and that the drainage system had apparently not been constructed to deal with this problem. It was noted the old village, normally flooded under these circumstances, had in fact been spared.

Apologies were accepted and approved.

92. Minutes
The Minutes of the meeting held on 14th November 2005 were confirmed and signed by the Chairman. Cllr Preston reported he had undertaken a site inspection of the junction of Church Lane and Post Office Road and recommended the hedge to the left (owned by Feniton Court) should be cut back as far as possible. The Clerk undertook to contact the new residents at Feniton Court.

93. Police Officer’s Report
PCSO Jay Bowden merely had time to introduce herself and be welcomed before she had to leave to attend an incident in Payhembury. On leaving she was pleased to report there had been no reported crime in the parish in the last month.

94. County and District Councillors Reports
Cllr Giles produced a written report, which is attached. Topics covered were the 2006 Beautiful Days Event at Escot, transport problems at Honiton Show, free school transport, Feniton flooding, and a new Library for Ottery St Mary.

95. Declarations of Interest
No declarations were made.

96. Planning Matters
Members agreed the following:
05/3041/ful 5 Wells Ave, Feniton, two storey side extension and porch to front elevation. No adverse comments. This proposal is like many others in Wells Ave.
EDDC decision:
05/2594/ful 22 York Crescent, Feniton. Granted.

97. Finance
The following payments were approved:
Inland Revenue - £56.27 Income tax
P J Higginson - £226.88 Clerk’s salary and expenses
A Spry £112.00 Village Handyman
M Glueser £610.00 Repair to Village War Memorial

The Clerk explained the trouble he had encountered in trying to change the details of the Council’s bank account. Despite two separate attempts the correspondence was still being sent to the previous Clerk (Cllr M Smith also stated the previous Clerk had had the same trouble). It was Resolved the Clerk approach LloydsTSB in Ottery St Mary with a view to setting up an account for the Council there, and then closing the present account with Natwest in Honiton.

98. Council Website Progress
Discussion took place regarding the lack of commissioning of the website. It was agreed:


99. Ely Close Play Area – Report as to the future provision of swings
Cllr Mrs Tomkins reported she and Cllr Mrs Powell had visited the site and it was clear the present swings could not be repaired. It was Resolved to place £3000 in the 2006/7 budget to provide a new facility for young children and for Cllr Mrs Tomkins to canvass local parents to identify what facility would be most suitable. Ownership of the play area in The Signals was raised and the Clerk undertook to investigate this.

100. Village Handyman’s Report
Mr Spry had reported that he had refurbished the seat on the Station green.

101. Finalisation of the 2006/7 Budget
It was Resolved to adopt the 2006/7 budget totaling £18081 as attached.

It was Resolved to set the 2006/7 Precept at £18000.000

103. Late Entry Correspondence
There was none.

104. Individual Member Responsibilities
Cllr Preston again raised the matter of the low level crossing sign on Colestocks Road. The Clerk undertook to investigate. There being no further business the meeting closed at 2035 hrs.
