MINUTES OF THE ANNUAL PARISH MEETING HELD ON MONDAY 10 APRIL 2006 IN FENITON VILLAGE HALL ANNEX AT 7.30PM

Present: Cllrs J Horrocks (Chairman), Mrs Powell, Mrs Tomkins, Dr J Horrocks, J Selmes, M Smith and G Preston, P Privett

In Attendance: Cllr R Giles (DCC), PC C Vickery and 10 members of the public.

Apologies: Cllr N Spence

1. Apologies for Absence. Apologies were accepted and approved.

2. Minutes. The Minutes of the 2005 meeting were confirmed and signed by the Chairman.

3. Report by the Chairman. A copy of the Chairman’s Report is attached, and the Report will also be published in the village magazine.

4. Police Report. PC Vickery introduced himself as the Parish law officer and was pleased to report a reduction of reported crimes in 2005; 22 as compared to 48 in 2004. He then gave a breakdown on the figure of 22, which included 2 “non-crime domestic incidents” which have to be included on Home Office guidance rules. PC Vickery then advised those present of the property marking service that was available to be carried out by either himself or the Parish PCSO, Jay Bowden. PC Vickery then left the meeting.

5. Reports by County and District Councillors. The report by Cllr Giles (DCC) is attached.

6. Finance. The Clerk provided explanations for the figures of the Council’s income and expenditure for the past year which are shown on the attached sheet. The Clerk explained that full accounts will be available once the Audit Commission has produced their report, and this will be advertised on the village noticeboard.

Written reports are attached as appropriate. During the reports, the future of the cricket pitch land was discussed (it is currently up for sale) and it was agreed by everyone present that this piece of land should be safeguarded as a village amenity.

8. Brief on the Council’s Website

The Council Vice-Chairman, Cllr Smith gave a short presentation on the Council’s website, highlighting the Noticeboard page which was intended to be used by village organisations wishing to promote their events. Cllr Smith stated the website was in the early stage of its development, and the Council hoped that this additional means of communication and promotion of the parish to the outside world would, in time, prove to be a major facility for all members of the parish.

9. Matters raised by the Public

Mr Brain expressed his concern at the damage done by vehicles to the grassed areas at the York Crescent/Station Road junction because of the lack of kerbing in certain areas. Cllr Giles undertook to look at the problem and to liaise with the DCC Local Service Officer as necessary.
