MINUTES OF THE PARISH COUNCIL MEETING HELD ON HELD ON MONDAY 16th APRIL 2007

163. Apologies
Apologies were accepted and approved.
164. Minutes
The Minutes of the meeting held on 12th march 2007 were confirmed and signed by the Chairman.
165. Declarations of Interest from Members and Officers
No declarations were made.
166. Planning Matters
a. 07/0721/FUL Skinners Ash Farm, Fenny Bridges, proposed calf rearing unit, residential mobile home and creation of new access. Members have no objection.
b. 07/0401/FUL 23 Wells Avenue, two storey side extension – Granted by EDDC.
167. Village Handyman’s Report
Mr Spry had repainted/stained all the Council’s street furniture.
168. To consider a S137 Grant to the Village Hall
The clerk read a letter from the Hall Management Committee detailing their financial requirements for the coming year, and Members confirmed their S137 grant of £300.
169. Finance
The following payments were authorised:
1495 - Clerk - £206.60 - Clerk’s salary/expenses
1496 - Inland Revenue - £77.30 - Clerk’s salary
1497 - DPFA - £15.00 - Membership fee
1498 - Alex Spry - £184.00 - Village handyman
1499 - N W Adams - £113.98 - Play area inspections
1500 - DAPC - £279.00 - Membership fee
170. To Receive a Report Regarding Allotments 16 & 17
The Clerk reported he had been informed that the tenant of Allotments 16 & 17 had constructed a pond on the plot and this was causing concern as it was considered to be a danger to young children. Cllrs Mrs Powell and Mrs Tomkins undertook to visit the site and to report back at the next meeting.
171. To Receive the 2007 RoSPA Play Area Inspection of the QEII Facility
This report had identified the need to erect a sign to display ownership of the site and the age range for which the facility was intended. It was agreed to take this matter together with the inspection report by N W Adams.
172. Correspondence
- a. DCC – the Village Plan. DCC had undertaken to provide an officer to help bring the Plan’s recommendations to fruition. Members took note.
- b. EDDC – the Village Plan. EDDC had acknowledged receipt of the Plan.
173. Late Entry Correspondence
- a. EDDC Lottery Play Monies. EDDC had included the provision of an all weather play surface for Feniton in their Lottery bid.
- b. Mrs C Green – Fly Infestation. Mrs Green was urging action now to prevent fly infestation in 2007. The Clerk undertook to write to EDDC.
- c. Honiton Ring & Ride. This had now merged with TRIP to form a single organisation.
- d. EDDC Local Elections 2007. There would be no contest in Feniton, there being only six candidates, and councils would be able to co-opt to fill their vacancies.
- e. David Farrow – Promoter for Escot Beautiful Days. This email highlighted improvements for 2007. Members asked the Clerk to find out where the intended traffic clearways were and to make the point that it is the need to open the gates to cater for early arrivals. The clerk should also ask DCC that they publish their traffic arrangements in good time for residents to be able to make alternative arrangements.
174. Member Responsibilities
Cllr Preston reported the sign at Toolgates had been damaged, and that new fencing erected on land opposite did not conform to the line of the original fence (Clerk to inform DCC).
Cllr Selmes reported he was not standing for re-election and there would be a need for a Member to take on responsibility for the Council’s website.
175. It was Resolved to hold the next meeting on Monday 7th May 2007 at 7.30pm.
There being no further business the meeting closed at 1925 hours.
